Confined Space Entry in Power Plants

Most confined space deaths happen when people rush inside to help someone who is already trapped. AAAT3 builds a safe entry process by isolating the space, testing air and issuing permits before anyone steps into a boiler, condenser or vault.

  • Permit-required confined spaces
  • Boiler and tank entry
  • Rescue planning first
  • Air testing and ventilation
  • Isolation control

What’s included

Confined space entry from isolation to final check

We manage the full process so no one goes in until safety is absolute.

01

Isolation and hazard control

We lock out energy sources before any worker touches a valve or opens a cover.

  • Lockout tags on all energy sources
  • Verify power is off at the source
  • Block fuel lines and gas supplies
  • Confirm isolation with the owner
02

Air testing and ventilation

We measure oxygen and toxins before opening a single door or valve.

  • Test for oxygen levels every hour
  • Monitor hydrogen sulfide continuously
  • Run mechanical fans to push air in
  • Log test results on the permit
03

Permits and rescue ready

The entry permit and rescue plan are locked before anyone steps inside.

  • Signed permit with all required info
  • Rescue team and gear at the site
  • Attendant stationed outside the space
  • Emergency plan approved by management

Project management and consulting

Project management and consulting for confined space entry

AAAT3 manages your program to ensure isolation, testing and rescue plans are ready before any person enters.

Program development and plan review

We write the written program and review your procedures against 29 CFR 1910.146 and federal standards.

Best for: Utilities and EPC contractors starting new programs

Pre-entry isolation verification

We confirm all energy sources are locked out and isolated before anyone approaches the space.

Best for: Outage managers running power plant shutdowns

Rescue planning and equipment readiness checks

We verify that rescue teams and equipment are prepared so entry never begins without a plan.

Best for: Plant owners with limited on-site emergency resources

Permit issuance training for supervisors

We train your staff to issue the permit correctly and ensure the attendant post is ready.

Best for: General contractors managing multiple subcontractors

Air testing and ventilation program oversight

We monitor that air testing and ventilation happen before entry starts under 29 CFR 1910.146 rules.

Best for: Substations and vault work teams

On-site safety officer staffing

We deploy safety officers to oversee your entry operations throughout the outage or construction phase.

Best for: Federal projects requiring USACE CQM compliance

How it works

Six steps for safe entry

Isolate energy

Lock out and tag out all power sources.

Ventilate air

Force fresh air through the space.

Test atmosphere

Check for oxygen and toxic gases.

Issue permit

Sign the entry permit with all details.

Post attendant

Assign a dedicated person outside the space.

Ready rescue

Verify equipment and plan are available.

Rule of thumb: no entry happens until the rescue plan and rescue equipment are ready at the opening.

FAQ

Common questions

How do we isolate equipment before entering a boiler or tank?

We follow OSHA 29 CFR 1910.147 to lock out, tag out, and block all energy sources. We verify the system is dead before anyone goes in.

What air testing and ventilation steps must be done first?

You need continuous mechanical ventilation and gas monitoring for oxygen, flammability, and toxic gases like hydrogen sulfide. Testing starts at the top of the space and moves downward during entry.

When does the rescue plan need to be ready?

The full rescue plan and equipment must be on-site before a single person steps into the confined space. Entry never starts until this preparation is complete.

Can AAAT3 manage the confined space entry program for our utility project?

Yes. We provide safety officers, SSHOs, QC managers, and project managers who run the full program under OSHA 29 CFR 1910.146 and other standards.

What is required for a permit authorizing individual and attendant?

The authorized person must inspect the space, issue the permit, and post an attendant outside to monitor conditions. The attendant stays alert until entry is complete or cancelled.
