QC Manager (CQC System Manager): USACE Quality Control Requirements

USACE and NAVFAC jobs need a named QC Manager who runs the contractor quality control program. AAAT3 helps you staff the role, certify it and run the three phases of control.

The rule

What the requirement says

“No construction work or testing may be performed unless the QC Manager is on the work site.”

— UFGS 01 45 00, Quality Control

In plain words: if the QC Manager or the approved alternate is not on site, the work stops. Plan coverage for every day and shift.

Three phases of control

Every definable feature of work, three times

Preparatory phase

Before work starts: plans, submittals, materials and the crew are checked and ready.

Initial phase

When work begins: check the first piece of work against the contract and set the standard.

Follow-up phase

Every day after: keep checking until that feature of work is complete.

How we do it

Step by step

  1. Read Section 01 45 00

Find the experience, degree and duty options your contract selected.

  2. Match the QC Manager

Check the resume against the contract’s requirements.

  3. CQM certificate

Confirm a current CQM for Contractors certificate, or plan it within 90 days.

  4. Name an alternate

The alternate must meet the same qualifications.

  5. QC Plan

Write and submit the QC Plan and the list of definable features of work.

  6. Three phases

Run preparatory, initial and follow-up phases for each feature of work.

Common problems

Where this usually goes wrong

Work starts without the QC Manager

Work and testing cannot happen without the QC Manager on site. We plan alternates and coverage.

Expired CQM certificate

The certificate lasts 5 years. We track the date and plan the refresher.

Skipping the preparatory phase

Most rework starts here. We run a preparatory meeting for every feature of work.

Too many hats

The QC Manager can act as superintendent only if the contract allows it. We check before roles are combined.

FAQ

Common questions

Is the QC Manager the same as the CQC System Manager?

Yes. The older USACE specification called the role CQC System Manager. The current joint specification, UFGS 01 45 00, calls it QC Manager.

Can the QC Manager also be the superintendent?

Only if your contract selects that option in Section 01 45 00. Otherwise the QC Manager manages only the QC program.

Where do you get the CQM for Contractors course?

USACE districts run the Construction Quality Management for Contractors course. The certificate expires after 5 years.
