QC Manager (CQC System Manager): USACE Quality Control Requirements
USACE and NAVFAC jobs need a named QC Manager who runs the contractor quality control program. AAAT3 helps you staff the role, certify it and run the three phases of control.
The rule
What the requirement says
“No construction work or testing may be performed unless the QC Manager is on the work site.”
— UFGS 01 45 00, Quality Control
In plain words: if the QC Manager or the approved alternate is not on site, the work stops. Plan coverage for every day and shift.

Common problems
Where this usually goes wrong
Work starts without the QC Manager
Work and testing cannot happen without the QC Manager on site. We plan alternates and coverage.
Expired CQM certificate
The certificate lasts 5 years. We track the date and plan the refresher.
Skipping the preparatory phase
Most rework starts here. We run a preparatory meeting for every feature of work.
Too many hats
The QC Manager can act as superintendent only if the contract allows it. We check before roles are combined.
